Artifacts, off the top of my head:

Rod of Imperial Restraint = +1,000 Lifesteal
    Vanguard's Banner = +600 Lifesteal

Aside from that, it's lots of Dark Enchantments in Defensive Slots, aside from the Armor/Weapon Sets that have Lifesteal... I believe some of the personalized rings also have Lifesteal: Personalized Ring of Revitalization +6 = +252 lifesteal

Im a believer in the ls build for sure. The thing I would recommend is to not forget regen and incoming healing as they buff the already insane ls swings you get in this module.

What are you using the life steal for?

If it's PvP it won't matter for this class, go make a Rogue or a Ranger, you will own more and be a lot happier (Life steal boon and silvery in defensives = OP as hell).

For PvE having Life steal is a good choice but make sure it's over 20% since that seems to be the activating point for this stat. My strong advice and I been playing a Warlock since launch, shelve it, save your money and wait for the changes to come, as the Psion class or Druid class will be much more better even after the HAMSTER buffs we will receive from Mr. Gentleman Jack.
I may not be considered by most the BEST PVP Warlock on the server but, I am the most HATED amongst them.

If you go all into lifesteal for pvp you can look for to dying more often from SE 1shots and GWF/GF/CW 2shots or 1rotations. The second you are controlled all that lifesteal is useless.

As a soulbinder, going full crit is most likely a good choice imho cause maxing out the soul sparks is key, and at the same time with a vorpal you can increase damage too by a lot. Still not clear to me how SW damage works. Is it necrotic, or part normal (ArP needed) and part necrotic?

Going all LS is not that good imho cause, my idea as a nab SW, is that you need both HP and LS. HP are still needed cause they increase your soul sparks healing from passive and the damage from WB.
So i'd go for LS and HP boons, and savage enchants.

Vanguard Banner is a very good choice cause you get both HP and LS. Win/win.
But you also need high crit if you ask me. So i'd pick some crit artifact too. Cause it's more important to max soul sparks fast than stacking life steal, since the self healing from passive, expecially with added deflect bonus from artifact off hand, is just too good, and you buff damage a lot at the same time. So i'd say buff that mechanic first, and second go for high-enough LS through boons, some artifacts, LS feat, and savage enchants in defense slot to buff both HP (healing from sparks, WB damage and self heal) and LS.

Lifedrinker weapon enchantment gives very nice buff to lifesteal. +5% transcendent, and deals necrotic damage so it procs creeping death.

Does creeping death proc life steal?
