Companions don't work in PvP. If they did, I wouldn't have had to make a CW that sacrificed so much to strengthen control.
In PvP, without the freebie bonuses you just buy off the auction block, the stuff that contributes to your CCs are:
(1) WIS stat = +1% per every 1 point above 10 (2) artifacts = around 6~8% per Mythical tier artifact with control bonus, diminishing returns (3) item set = Valindra's set, for +15% (4) Orb of Imposition = +24% for Oppressors, +20% for others at rank4 (5) offhand weapon bonus = around 3~4%, diminishing returns (6) Boons = max +15% for 3 points on the same ToD final boon
...and maybe a few others laying around here and there that could account for 5~7% more. So at maximum, you can expect a theoretical maximum of around 100~105% control bonus, without use of steroids (dope potions the sissies use).
1. With Tenacity, a TEB user usually has around 120% CC resistance base... + 10% racial -- assuming Halfling or certain Elves... +3~5%, assuming non-WIS heavy class min/maxing. People usually don't use the CC-resist augments and artifacts, so this would make a typical TR with TEB around 135~140% in CC resistance.
2. CWs have 66% Tenacity penetration. Currently, nobody knows just how this works exactly, but most people I know assume that it's simply 66% ignored, as in 33% base value. If we assume so, then against a TEB using TR with 140% CC resistance, 40% of that value is reduced down to around 13%, so we're looking at 113% CC resistance to overcome with a 100% CC bonus.
Most CWs usually go INT/CHA for max damage/crit. Rarely do they use Valindra's... nor do they use CC-bonus artifacts. They're mostly Rengades and Thaumaturges, and of course, do not use Orb of Imposition. They have maybe around +10% CC bonus at most. For them, a 3 second CC cast will be reduced to 1.5 seconds.
For a full-blown CC build a +100% CC bonus is near the theoretical maximum. I'm aiming for it, but even I'm not near that point yet (I could easily get there if I spent like maybe $300 more... but I've actually got family to feed, so...) I currently stand around +76% ~ 80%. My 3 second CC will be reduced to around 2.10 ~ 2.25 against TEB users. If I do manage to reach near the theoretical maximum, then a 3 second CC on this TR, it will be reduced to 2.64 seconds -- which isn't half bad.

The thing is, of that 113% effective CC resistance for TEB users, 80% of it is achieved with just the enchant alone. This means that if they want it so they can easily increase their CC resistance above that through the same process as described above. 20~24% through artifacts, 15~20% through WIS stats, 10% from Valindra's.. and a lot more small, miniscule stuff for maybe an extra +15%... can add another 50~70% and bring their CC resist upto +182% against CWs. Over +200% against other classes.
Another problem, is that the current system mechanics add the deflection severity to CC resistance when you deflect a CC attempt. So that's +50 ~ 75% additional.
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'

As far as i like what u r saying here, im affriad u r mistaken. I thought same, companions dont work in pvp, tbh i dont see rust procing all over the place (from rust monster), but yesterday i bought Dread Warrior and im getting enraged (biger) all the freaking time.

If that is happening, without any room for mistakes, beyond reasonable doubt, then it's something you should record, or take a pic and take it to the devs, because its clearly a bug and not WAI.
Up to this date no announcement has ever been issued that the policy to restrict companion bonuses (which reach absurd levels and functionalities) in PvP was removed.
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'

@Kweassa Its currently a known bug that companions works in DOM (not sure about GG) after the SH PVP patch. I hope this gets fixed soon....
