ArPen over 60 is useless for PVE, could be wothwhile still if you PVP alot.

Over 60% penetration because that will go through most (all?) mob's damage resistance in PvE. I'm not sure what the highest mob arpen is at this point (since it's been reduced in some cases just recently), but whatever that "resistance ignored" figure is would be your soft cap on AC/Defense (since your DR is a combination of the two). Beyond that, though, the answer is no, according to what I've read so far, as of module 6, there are no longer any diminishing returns - all stats now provide linear increases to whatever their respective effects are. The number of points required to move the needle gets smaller as you level, so what would give you, say 100 at level 20 would only give you, say, 10 at level 70 (those numbers are made up... don't know the ACTUAL scale off the top of my head).

All bets are off on arpen and defense when it comes to PvP.

I think Tiamat has the highest at 60% damage resist.

Stats have no diminishing returns at all. Some rating, however, have. See my Rating formulas guide part for more details.

    hard cap:
    arp 60%(in pve)
    defense 80%

the movement, AP, combat adv, tenacity etc stats still has soft caps.

I'm not seeing a "hard cap" on ArPen. My GWF hovers around -75% RI (depending on the last time he was near a campfire).

The problem is that anything over 60% RI is a waste.

What are those soft caps? I'm curious, for example I have all darks in my utility slots. Is that overkill? (I try to speed up my sloooow GF.

In PVE, the highest DR of a monster is 60%. 60% - 75% is still 0 in this calculation. The extra -15% DR does not help you in PVE. Hence, it is a waste.

Maybe so... but if I decide to go into IWD PvP, I do like to have a chance in hell of actually hitting something.
