With the new arp fix is defense better than HP for pve?

With this new armor penetration fix defense seems viable again for pve.
Shall I stack more defense instead of HP now?

    I'm curious if Negation enchants are viable in a dungeon now? The mobs pretty much ignored them before, whacking you in a 1 shot no matter what you were wearing.

    Well I dont think it is still as viable as other options if you are running premade gorups.It might be good if you are running in PUG groups and dps is low and fight drags on while fighting mobs.Today I saw 2.4K GF tank runnig all eCC dungeon KV on and havent lost half of his HP on mobs.I left the group on the bossfight because our dps was too low. I am planning on going with more recovery and armor pen with the new GF sets
