I am having the same issue. I am getting horrible FPS with the UI up. Whenever I enter inspect mode or press escape, the framerate goes back to normal. Restarting the game seems to fix it temporarily, but the problem comes back after playing for 10 minutes or so.

I discovered that disabling UI elements in the HUD editor makes the framerate go up. I assume it's the UI is causing my game to lag, but it makes no sense considering its just the UI.

I was getting this in eCC a bit ago again, and made it unplayable. I do not know what they changed in this patch to make it do this but i was fine until this afternoon when i logged in after work and the update installed.

    Same thing happening to me.

Im getting WARNING: Over memory budget limits. Run /budgets command to open... It's wierd because when i check performance in task manager all resources are below 30%. The /budgets command isnt working either. You might wanna check if you get the same message, type:
    /HideDevUI 0
    /ShowFPS 1
On right top corner you should see fps, latency and some other infos.

Other than that if you're using steam client you might wanna try out arc, it increased my fps quite a lot.

I solved this issue by hiding the mission tracker from the "Rearrange HUD" interface. I am not sure this will work on every PC specifications, but for me it improved fps greatly.
If it might help my specs are:
    I5-3570K @ 4.3Ghz
    16 Gb Ram
    Gigabyte GTX 660Ti-3Gb

I can confirm that disabling quest tracker improved helps a lot. Issue remains though after hiding hud fps spikes up by 10-20 frames.
    Got another warning:
FileWatcher is not running. Performance will be degraded. Please enable FileWatcher
    System specs:
    FX-8350 - 4.5 Ghz
    16GB Ram
    R9 290x

The UI has always been clunky/caused lag hence no mini map for xbox, but this patch the quest tracker got a memory leak as well as being clunky so it causes your fps to steadly drop down from 60 to 6, (disabling quest tracker stops the mem leak, rearange hud hid button on the quest tracker window)
also i think everyone gets the over budget limits warning i think everyone that has used comand sees that also sometimes a performance assets warning sometimes but yeah never over utilising card probsably something to do with new limits that have been set?

The only thing that steam provides is an ingame web browser. If you disable the steam overlay the game runs exactly like the arc method. You got the fps increase due to not having the overlay option.

I can turn down all options to minimum and get 20FPS in some maps with nothing happening on the screen, but disabling the UI makes it jump up to 60 (with frame limiter on). At the same time the GPU use is below 10%, the CPU never goes above 60%.

The UI has been a huge resource hog since day 1, but this is something else, and the game's performance started declining sharply since Mod 6 came out.

Oh yeah and the UI scaling they broke then is still broken as well.
