Please Quantify "Noticeably"

Please quantify "noticeably".

What do I mean? Pre-progression nerf after the first and second set of DS vigilance tasks (32 quests plus the 2 finishers and 2 extras - So 36 quests) my ranger was well into level 63. Post-progression nerf doing the exact same number of quests my paladin was barely 61 1/3.

In addition currently if you kill nothing you need around 110 Spinward quests to go from 69 to 70. Pre-progression nerf you didn't even need to finish all 48 vigilance tasks to go from 68-70.

So please, quantify "noticeably" as there is huge difference in progression speed pre and post nerf.

    Because the game doesn't know which encounter is going to be used for the activation. If it's "upon dealing damage, it has a chance to", then how could it figure out which one of your 30 or so skill are used to proc it? This and the fact that the game heavily pushes for casual play and therefore adding something like this wouldn't fit the concept (and is not worth investing into) are the two reasons in my opinion.
    There are some things you just don't want your players to know, so you have a hidden little platform for future, unnoticeable or hardly noticeable nerfs.

    Can't ACT track how often a boon procs? Shouldn't be too hard to figure out what the proc rate is with a test sample.

    You ***DO*** understand the change does not go into effect until AFTER today's patch (08-20-15), right?
