ok my paladin is 43 now I been running skirmishes and dungens and I can't seem to taunt anything I have binding oath loaded says suppose to taunt everything to attack you for 2 seconds and I have oath strike says its suppose to force target to attack you. I use both of them and they do nothing.
cast binding oath in middle of pack of mobs in skirmish they just keep attacking everyone else heck even questing I use oath strike on npc to keep it off my companion they just ignore it and keep beating on her.
so what's up with the taunts

Taunt from Binding Oath has never worked, from the beginning... Prior they announced MOD8... and as many other things, it's not fixed yet. As for Oath strike, only the third successful strike triggers the taunt... But not sure if it really works...
Use Tab to grab aggro and also Aura of Radiance may help you at those levels.

It does work, it places a debuff on taunted target - golden "something" I havent paid attention what that is.
Another taunting skills is "Bane" - this one however doesnt work like:"Forces target to attack you for its duration". The duration of Bane is the debuff and taunt part places you on top of aggro table - probably with some % bonus to previous target, but havent tested in details how much. So if you aggro boss with Bane at the start of combat it will give you like "1" aggro and any hit/healing done by your team member will steal aggro from you. However if GWF marks the boss in the middle of fight and steal aggro from you - bane will reaggro the it again.
3rd skills is Vow of Enmity, but I personally dont like/dont use it, I find it an inferior version of Bane. Interesting fact is that if there is anybody else in party who can force aggro (GWF with marks) - you will get the aggro his taunt generates, not him. This not always works - usually low-middle dps GWFs with marks cant steal Vowed enemy aggro, but the high dps ones - can, however its easy to take it back after. I dont know why this happens, as I said - I dont use this skill and havent experimented much
TAB is WAI and probably your best group aggro skill.
Relentless avenger aggro is WAI too, but use it wisely, since knockback can mess things up
