The set of 3 (belt, cloak, artifact) set bonus says that your powers have "a chance" to deal additional unresistable damage equal to 10% weapon damage. So, the obvious question, what's the chance -- a 1% chance, a 10% chance, .00001% chance? I really dislike the power / feat descriptions that dell you you have "a chance"…
