Elemental Fire Dagger - Unobtainable by following storyline

The weapon is a reward, obtained by completing the 3 sets of vigilant tasks in Spinward Rise.
After completion of the 1st set of vigilant tasks, the storyline sends you to The Fiery Pit.
I completed all 3 sets of vigilant tasks in The Fiery pit, and this leveled me to level 70.
I returned to Spinward Rise, hoping to complete the 2nd and 3rd sets of vigilant quests to earn the weapon.
The harper no longer offers the vigilant quests reward, and the quest line cannot be reacquired.
The only thing offered in Spinward Rise to me now, are the repeatable quests for the first set of vigilant quests.
The actual quest for doing those "16 vigilant quest", is not available for the 2nd or 3rd areas.
How then can I earn the Elemental Fire Dagger ???

    If I understand you correctly, You did the first 16, and the quest sent you to the fiery pit? You should have received the quest "Riding the Winds" http://neverwinter.gamepedia.com/Riding_the_Winds which is from the NPC Brokar. It will have you run around the first isle of the air and gather wind runes, to activate 4 shrines, so you can portal over to the 2nd isle of air from the base camp. You won't get the vigilance quest for the 2nd set til then.

    That quest is available, I will follow that quest line and hopefully it gets me where I need to get to.

    You will do the same thing after completing Windcall Temple to access Thunderhead Reach (the quest is called Higher Ground). After you complete the last set of 16 tasks, go see the Druid in the back corner (the one who seems to be a little.... flaky). She will send you to collect the Seed of Air, which you then take back to the druid by the tree in Protector's Enclave who gives you the mainhand.

    The linker quests from Field-Marshal Lizard are either broken or missing, and for surely grave reasons haven't been fixed over the course of the last four months...

    ...so you'll have to put develop some initiative of your own.

    - after completing the first round of SpinRise vigilance quests talk to the Dwarf Cleric between the Marshal and the hoop portal. He'll give you a quest to obtain and then charge four Wind Runes.
    - Do so, go to the lizard brass, and get ordered into the second cycle of vigilance spinning.
    - Again, after finishing that, no cookies. But the Dwarf knows better, and guess what? Yeah. Some Wind runes.
    - Find by killing stuff, beatify at the shrines, bingo! Zone three unlocks, and after that another 16 vigilant tasks.
    - Oh, and guess what happens after you fulfill these... ...yup. No prize. But wait: The little Druid with her bird faible, next to the basic stuff vendor, has another quest for you (IIRC there's even an exclamation mark this time, but I might be wrong....)
    - This is a simple fetch and bring to PE quest, and you'll get your firearm... ...er, -weapon from the grim-faced Druid in PE upon delivery of the seed parcel...

    On a side note, I have no idea why they even have this quest to send the player back to the fiery pit. That zone was supposed to happen before Spinward Rise. I almost fell for that the first time around and then decided not to do it since that zone was lower in level than when I currently was. Next time I would just ignore that portion and just complete the 3 vigilance quest lines in Spinward Rise. Going to Fiery Pit would just be a waste of time unless you were that bored. Even after the XP to level raise, one of my alts just grinded out Spinward quests even after I had completed the Seed of Fire quest line to get to 70.

    The Fiery Pit quest is just a nudge to the player to do the other EE zones (you get similar quests in Reclamation Rock to do Drowned Shores, and in Fiery Pit to do Reclamation Rock, if you skipped those).

    You don't need to do any of those quests. If it annoys you to see a gold exclamation mark over Marshal Rhaegos's head, just go to Fiery Pit, talk to Captain Montrose to complete the quest and go back to Spinward Rise.

    Edit: Of course, if you are annoyed by gold exclamation marks you would have noticed the dwarf Brokar Ironshod had a quest for you. ;)

    I did every single one of the EE quests on my way to getting my artifact weapon. Because I am a person who enjoys inflicting pain on one's self, because the word M is apparently censored.

    Thank you for your input. I have just accepted the final vigilance for the last 16 quests and am in the process of knocking them out. I'll post what happens after that, but I will most definitely be looking for your "flaky" druid. :)

    I got the quest after the 'Final Vigilance' that lead me to the air seed.... leading me to the tree in PE, and the weapon... just like you said. TYVM :)

    No problem. I've done it 5 times now for my level 70s... and at least a half a dozen more times helping guildies to get theirs. I guess I must also be one of those who enjoys inflicting pain upon myself.
