Metallic Dragonborne 3% HP (not giving)

Hello,
I created a Metallic Dragonborne and a regular dragonborne with the exact same stats and class and I noticed they have the same HP.
The metallic dragonborne is supposed to give 3% extra HP but this doesnt seem to be the case. I created a ticket and the reply was to post here? How is that going to solve the issue? Anybody else know about this?

    Not sure why they told you to post here about it... the Devs are already aware of this issue (it's been around for... a very long time) and have recently patched it into working order on PC. I expect that we will get the same fix when Mod 6 drops
