Adjustments of FoV

Ok one thing i'm wondering is why XB1 can't change their FoV. Being to either zoom in or out on your Character is usually in all RPG's, I know myself another a lot of other ppl would rather prefer not some fixed sight length and have a Adjustable one based on what they are doing or what they need to see.
