Can we report people who play in PvP but do not participate?

I was que'd for a PvP match for about ten minutes, finally was able to get into one and this player decided to just sit at the campfire. This person moved around the entire match, but did not leave the campfire once. I have screenshots if necessary, but it's annoying for someone to join and do nothing.

    Probably yes, but it wont change anything. If players dont want to play specific match (for w/e reason) nothing will force them.

    I would bet that if enough don't report them then nothing would be done if anything at all as there is a small chance they may have a real emergency, perhaps a report afk button that shoots a pick and times them in a certain area for stats and then collates how many games they are doing this in and if they go over a certain amount of afk time and matches they get a ban with a title of deserter over there head for the ban time of 48 hours of online time haha

    It is not against any rule for not participating. These people may be _____ (fill in the blank) but they did not break any rule.

    Customer service cannot help you. However, the "policy maker" can. If the "policy maker" states it is against a new rule that you have to participate and what kind of penalty it will be, somebody such as "customer service" can help to enforce that. However, I don't think it will happen at all.
