I would love to see the ability for a foundry to be set up as a PvP format. You make a map, set the number of players on each side (1v1, 2v2, etc), set the win parameters, can add monsters or not, add nodes or have a different goal such than node capping, et cetera. You can coordinate to enter the foundry with friends to play against. Attempting to enter the foundry would queue you.

There are ways to prevent abuse in the foundry. One of them is the own community. There are a lot of players that cares for the state of the game. Those players could validate a foundry with an upvote/ban system, so if a foundry is made to exploit the system (pve or pvp) the community can take it down fast. And I have no doubt that it would be the case.
Also the foundry could be required to be validated with a x% from the player base before the reward system is up inside that map.
There are a lot of systems that changed the old moderator content validation for the community upvote/discard. And its working.
The possibility of unlimited game content is there.
PS: and If a player get caught cheating the foundry Cryptic can analize the case and ban that account to prevent creating new maps, or just full ban from the game. Also the accounts that validated the cheating foundry would lose the capability of validate more new maps. At least for a period of time (not everybody is an expert checking bugs).
PS2: one of the biggest problems of the foundry is the reward, 0. Who would play a P&P AD&D with their friends if there are no loot after killing a dragon or something else? No loot, no adventure. Actually is more rewarding to play a low level skirmish in +1K RAD time with an alter that playing a foundry.
PS3: to be able to upvote a new foundry map the player must have X days played to evade bot upvote system / new account votes.
PS4: also a weight vote system can help. Players that created maps wich are validated by the community could get more weight on their votes. +X maps validated +X to their vote. So these players with more experience creating valid maps could help a lot to ban foundry cheating systems.

Interesting at the end of that linked pvp map post:

That is exactly what Stongholds is. Of all of the possible pvp types the devs chose to go from having one simple limited pvp format with 2 maps, to launch a whole mod based on the most complex pvp format. That's cool - would like to see more in between though.
