Recharge speed increase has no effect.

The recharge speed increase seems to be completely broken. My cleric has a 42% recharge speed increase, so my encounter powers should recharge a lot faster but the cooldown time remains the same. It's the same for my GWF, 20% recharge speed increase but no effect at all. The encounter powers won't even speed up for a single second in cooldown. So basically the recovery attribute is completely effectless.

Edit: Nevermind, the list of the abilities doesn't show the original cooldown times but the current ones. Was my bad, everything works fine
