Bad News: The Neverwinter Launcher has a Fatal Flaw in the code, it does not allow versions of Windows newer than 8.1 to propely execute the launcher. As to why this wasn't resolved already, I do not know as it has been a well known fact that today 7/29 is the official release day of Windows 10. So ample time was available to fix this prior as developer previews and insider previews were made available to everyone including game developers. Anyways I digress, this would however be the reason I'm sure some of you are getting the infamous "attempting to connect to controller tracker.." error. I have tested this on Windows 7, Window 8, Windows 8.1 and 2 different Windows 10 machines and have determined this to be the culprit.
Good News: All is not lost
I found a workaround for Windows 10 users. "

Workaround: Open up the installation folder of Neverwinter (ie. Where Arc installed it to. | *Most likely Neverwinter_en will be the folder name if you installed the english client*) and right click on the Neverwinter.exe, go to properties, on the compatibility tab set the compatibility to Windows 8 and click apply/ok. Double click on the neverwinter.exe to start the launcher directly thus bypassing Arc.
Note: You may want to delete your current desktop shortcut and create a new one directly to the launcher. "

Shortcut Update: Delete current desktop shortcut. Go back to the Neverwinter installation directory you found earlier. Right click on the neverwinter.exe and move your mouse over send to and select desktop. Now you can just run the launcher from the new icon on the desktop.
