Flames of Empowerment or Prince of Hell?

I have just received the Grimoire which has 3% extra damage at 80% action points and it is making me rethink which one of the above to use.

I was going with Prince of Hell as it was giving me over 300 Armor Pen (and improving my gear score which is a plus) but now I am thinking with the 12% extra damage, then 5% extra from build, plus this extra 3%, Flames of Empowerment will be the better choice?

Or maybe only for bosses as my Action points should never be full anyway due to spamming Tyrannical Threat?

What are peoples views on this?

    First off, are you over-penning or under-penning?
    You only need 24% RI across ArP and Int (incl. campfire +1 in Int), so without this stat I cannot say whether PoH is worth it for you or not. GS isn't important IF you maximised your build. And, do you really need the 5% defense rating increase that enhanced feature gives you.

    You have to take into consideration the future; once IWD is here and Class specific Artifacts comes the DC artifact will make this FoP very helpful.

    You can always go back and change the enhanced feature as it's only 5k AD. So, do some dailies and trial what fits your build and playstyle

    it doesn't add 3% dmg it gives you 3% at 80% instead of 0 till you are full AP. Personally I use the No Pity, No Mercy for the debuff to add a little extra dps. As a warlock in pve your main and expected job is to do dmg. We have no stuns so our CC is neglivible. That said if your dying alot then upgrade your defense.

    I am under penning at the mo but should be around the 23% soon enough, thanks for the response.

    I also use No Pity, No Mercy but I am questioning the 2nd slot. So the 3% disappears when you hit 100%? Thats lame.

    Sorry darkpathslp, misunderstood your comment, you use the No Pity No Mercy artifact feature. I am also leaning towards that one, the extra 5% debuff sounds good.

    What I would really like to know is if the 3% extra damage to FoE is still active at 100% AP. As if not, its pretty useless as I mean, how much time do you spend at 80% - 99%? Surely it does not work that way.

    From what I read, I'd assume you'll get a 3% damage increase at 80% (as per the artifact class feature) and once you hit 100% you'll gain the 12% from that also (as per class feature).
    Meaning at 100% you'll have 15% damage increase as long as the AP remains full.

    Personally, I wouldn't go for this as with TT; you want to spam it as much as you can.... Again, you're there to do damage. So keep with NPNM enhancement.

    Flames of Empowerment without a doubt.

    It is not worth wasting a feature on 200 arp, when a single gem can give you 185. Hitting 24% is not difficult. Take the damage boost.
