Dragon quests?

So I'm leveling through Neverwinter and just hit 50, but i had a question after having played on the Xbone version for a bit. Why in the PC version can I not seem to find anyone giving quests to kill dragons other than Charthraxis out in Neverdeath Graveyard? I've found 2 others but no quest for them seems to exist. Did they get removed or do you have to do something first to trigger the quest givers?

    You have to advance the campaign. Click on the campaign menu on the bar at the top of the screen (looks like a flag) and do the campaign tasks. You have to do it 3 times for Neverdeath, then you start getting the quests for Ebon Downs. After you advance those campaign tasks, you unlock the ones for Icespire Peak. After you do those, you unlock Rothe Valley. And then finally, Whispering Caverns.
