Gift of Faith Bugged?

Is GoF seriously bugged right now or am I missing something? I just recently respec'd to faithful path and can't seem to get it to activate at all. For example I use BoH on myself 3-4 times then run into a mob and let them widdle my HP down about 10% at a time until I die and it never activates. I do have the effect indicator that says I have a GoF, it just never gets used. I've also run a couple dungeons and spammed BoH on everyone but would see people losing 70% of their HP in 1 hit and then just sitting there not getting any heals. I found a couple old discussions on a GoF bug but didn't see anything recent.

    When my HP gets to around 10% gift of faith starts activating but doesn't transfer any HP from the gift to me, my log says "Your Gift of Faith gives 0 Hit Points to you."

    When you can die in a few hits, this feat becomes useless. Either you die before it procs or it procs and you get hit for more hp than you have left anyway. Worst of all, you give up a % of your healing for this useless feat!
