Is it possible?
I've had 'Great Success' encounters yield Uncommon (green) drop sets and barely touched a dragon and received Epic (purple) drop sets. All of the epics I have had drop are Tier 1 and the only artifact I received a CON belt from a Rare (blue) drop set.
Do we know, definitively, what the drop mechanics are? Note, I'm not looking for theories or speculation - I'm looking for cold hard facts

All successes have the same loot tables, they're just differently weighted as to what's more likely to drop.
It's baffling that there will be 40 people fighting dragons every hour and less than 5 doing the events, since the events have much higher AD yield. If I'm taking a break or doing quests, it's during the dragons because the belts are worth 1/10th the cloaks.

I've gotten 2 belts and both times they were the fourth or fifth item in the reward list. I think you can only see 3 items unless you scroll the loot window. In any case, both times they weren't in the items shown so it's possible to miss them unless you scroll the loot window. I realized I gotten them because the first time you get an artifact, an info window pops up desscribing what an artifact is.
well you have a chance to get other things like more coffers and some epic gear to salvage lol. but i see your point and will start doing those
Yes, this is correct. The major HE's that aren't heralds drop a lot more goodies than the dragons.

Bone Rituals, Cover of Night, Cult Assembly, Enemies and Allies, and Raising Hell are the ones you want to look out for. If you are really well geared, you can probably solo or duo most of those except for Cover of Night. With Cover of Night's mechanics, only the best geared players can solo that due to the mechanics of it. There's this big giant to kill, but you can't kill him until you kill 12 of the wizards around him and put the things that they drop (motes of midnight, I think is what they are called) in the brazier in the middle of it. You generally need someone to kite the giant guy (he won't take any damage at all until all the motes are in the brazier) while someone DPS's down the wizards and their adds.
