I tested Hastening Light off-hand artifact feature, but it seems to not working properly, no AP change for party members. I heard that cooldown decrease is also somewhat buggy and does not work for some ranks of HL though I havn't tested it myself.

a) Earlier attempts at Hastening Light resulted in exploitation. The mechanic may actually not be in place, therefore the LOE to build it is significant. i.e. requires a rewrite not just a patch.
b) They have yet to resolve rank 11/12 enchant issues after it being probably the biggest class-wide mod 6 functionalities. I'm certain if that mechanic is challenging to repair, this one will take significantly more effort to resolve.
c) Companies put their best personnel on new business with higher budgets (think new games and/or new features like mod 7/8 or legendary mounts). Generating new income is more important than supporting business already in hand.
End result is this is probably not high on the priority list and we won't see it in awhile. I would dare say if you saw the top 10 IT project list at cryptic NW development is probably not even on it (not to mention resolving existing issues). I know that they have a Top Secret project in the works which could be consuming the majority of their skilled labor hours (it was announced like five years ago). At this point I've given up on submitting tickets for support (last two were closed without resolution).
btw, I was shocked to see a job opening posted on the cryptic website for a Live Platform Producer and it even listed a PMI certification as an optional attribute. I was convinced that this was an area they were not familiar with. So that proves me wrong and ignorant as usual.
