I'm assuming you're already level 70. Given that, here are a few steps to get better gear relatively quickly:

    1. Get the daily quest from Rhix to complete a dungeon.

    2. Run any of the "leveling dungeons" - I prefer Temple of the Spider, as it has no traps to worry about.

    3. Upon completing the dungeon, turn in the quest and refine those 3000 Astral Diamonds.

    4. Using the 3K ADs you just refined, buy level 70 blue gear.

    5. Now that you have a decent foundation, start running Kessels Retreat, Epic lair of Lostmauth, and Valindra's Tower. You'll often get a piece of Alliance gear from the latter 2, (only accessories from Kessels). You'll also earn Elemental Seals from all 3, which can be used to buy Elemental gear and other items from the seal vendor in Protector's Enclave.

    6. Once you have a full Alliance set, start Dread Ring and Feywild in earnest. Work toward completing as many of the boons as you can. Stay on top of the Tyranny of Dragons dailies as well, if time permits. You can also try your hand at the Well of Dragons dailies, but these tend to be much more difficult.

    7. After you have a few boons under your belt, and have upgraded your enchantments to a decent level, (I recommend trying to get them to 7 or higher), you can try the Tier 2 dungeons.

Now, depending upon your class and personal experience, plus the degree to which you've been able to refine your artifacts, you my be able to expedite these steps...

Don't forget to finish the Spinward Rise quest line to get your artifact equipment.

Generally you need to follow content according to the mob levels. Finish Spinward Rise (69) first, follow up with Sharandar (71), then Dread Ring (72), then Icewind Dale (73) and Well of Dragons (73). Try to get NCL tokens and PVP gear as well as the campaign armors from Sharandar and/or Dread Ring.

A puzzling progression system has been one of the major flaws of this Module to say the least. I have no clue at which point you'll be able to run dungeons though, I'm also currently trying to find out.
