Are Metallic Dragonborn still bugged?

I recently bought a pile of lockbox keys and I'm trying to figure out which lockbox to open. Can someone answer whether or not the HP bonus from metallic dragonborn still gives no bonus before I spend all my keys trying to get it? I haven't been able to find any recent discussion on it.

    Its still bugged .

    I can upload a new vid if y want but with each patch i go to prew an try this out w/o seeing the HP bonus from M.Dragonborn working as it shoud be.

    I also want to point out there is only a super smal chance 0.02 % to open metallic dragonborn .

    At least the new legendary mount's are working .

    according to the devs its working as intended right now. even though i hear its not. they think it is so it wont get fixed.
