I'm hoping you will take pity on an old lady and help me out of my confused state.
Background - I loved my HR Trapper when I first hit 60 and for a couple weeks after. Then, I seemed to hit a roadblock and my DPS output plummeted. Yes, I was playing harder content like SoT and Epic SoT, but I was getting trounced by Rangers with GS 4,000 points below mine (about 16.5K). I don't need to be at the top of the paingiver charts - happy to be a good team support player, but something seemed wrong. This lead me to doing even more research which is how I confused myself. I will try to outline my questions below:

Crit Score - I see lots of recommendations for Crit score to be around 3000, with 30-35% crit Chance. I read Kaelac's paper on Crit and Power, and the one on Damage, Resistance, and Buffs. Because I am NOT using a Vorpal, Kaelac's work indicates I should be shooting for only 1200-1500 Crit Score (given Diminishing Returns). Did I miss something?

Armor Pen - consensus seems to be -24% Damage resistance to take care of bosses. This requires about 2500 points in Arm Pen. The HR gets -1% Damage Resistance from each ability point in Strength over 10 - so does that mean I should be aiming for 24 - 7 = -17% DR in the drop down box for Armor Pen????

Recovery - I have tried everything fro 1200 to 3000 Recovery. I don't see much difference, as long as I cycle my encounters appropriately. Does Recovery matter for anything else, or can these points be used for Power?
I have purposely not included my specific build, since I've played around with a lot. I've used different armor setups and have lots of Rank 7 enchantments. Very appreciative to katoZee, wdj40, and J0kerpsyco for sharing info on their builds. Ultimately, I think my DPS drop off is due to user fatigue/dislike of fast button mashing
and not stats or the build specifically. BUT, I'm really curious about the stat questions, since I might well be missing something simple.

I am pretty sure damage dealt issue is simply user laziness / timing on my button mashing. More interested in the stat questions. Maybe academic, but I am curious. One thing I found out is, damage dealt doesn't differ by a whole lot no matter how your stats are setup (within reason).
When talking about all the stats outside of HP and Power you have the issue of diminishing returns. Judging by your post I'm confident you understand this so I won't go into details. The stat caps a lot of people bring up and recommend are basically representing an invisible thresh hold where your future stat gains would be better placed somewhere else in most situations.
In terms of 3k Recovery, 3200 Crit, 2500 Arm Pen then all Power: These are basically the thresh holds without factoring in any class/race features or your gear itself. It is basically the easy way to maximize DPS without true Min/Maxing.
These numbers are still very useful to factor into your build for a few reasons:
1. Future Proofing, Class Balancing and changes happen along with changes to enemy stats. It is more likely that these specific changes will happen over actual changes to the stat DR system. Mod 6 Proved this to PC.
2. PvP, Due to players having more than 24% resistance and tenacity/items having effects it can create a lot of variance in stats.
3. Easier to obtain, These goals are much easier to obtain and focus on if your not 100% about total min/maxing.
Now, that I explained that... What you mentioned about the HR stats and Kaelec's breakdown is true for complete Min/Maxing your DPS. If you want to squeeze every single .01% of damage out of your HR then you would for sure want to factor in the HR's Strength, gear, and also class Features.
You want 24% Resistance Ignored for PvE
You Want around 1500 recovery to balance out mistakes and single target fights
And you want to follow Kaelec's graph of Power vs Crit for Complete Min/Maxing
