There is normally a limit on how fast you can build stacks of a form related buff. Most of them are once every 4 seconds. I'm not sure if Concentration follows this same rule but I wouldn't be surprised if there was an internal cooldown to prevent you building 8 stacks in less than 6 seconds just by tapping a ranged power…

Not everybody who wants to take Mighty Kick has Defiance as a passive. My Might toon has Invuln for example and wouldn't complain about getting a stack of Defiance for cheap along with another knock to build Enrage. Shame all her power slots are spoken for already though.
