I don't think it's simply the style. The clothes are often very flat and lacking detail (they have no cloth-like texture, for example, and are instead a smooth surface), the faces have awkward proportions and also lack definition (looking more like plastic action figures than people), the hair is again lacking definition…

Not to be a douche or anything, but most of it isn't simply weak tech or low resolution/polys. The game artists just aren't that good, relatively speaking. The still art is fair enough, but the in-game art, like textures and models are rather poor.
