I have a lv31 character who was a psychic character that I converted into a power armor character like two of my lv 40s. However, I figured I have too many characters of this type and wanted to go back to psychic powers, because they have the potential to be fun to play. The problem is, I have no idea where to start.
This is the build that I have so far. I want to optimize this build so that the damage output potential is maximized. But I also want to stay incredibly faithful to the ranged psychic DPS concept I have going. I won't take any melee powers for this build, but you guys can tweak the build as you see fit. The more devastating the power combinations, the better. I want to see the highest numbers possible when facing even the Rampage Alerts when I hit Lv 40.

Just note that TR doesn't work past 50 ft and sometimes will bug out if too many FX appear. Using low FX settings in crowded situations like Rampage helps.
DEX/CON/INT or STR/CON/INT for more sturdiness works well.
Have you considered using the Seraphim passive?
I've used it the past running with a ranged TK toon. That type of setup was almost too easy to use. Tons of energy and lots of damage.

Very surprising damage and survival and much better than Ego Form for a ranged TK'r IMHO>

Pres PSS w/ Vulnerability is actually quite good for this; add Wither and ya boost group dmg by a good deal (as well as ur own). Ya can roll both debuffs w/ Mental Storm and Ego Sleep.
It also means ur bonus healing is quite strong, so self-heals add even more survivability than they normally do.
TK Maelstrom was added just to take adv of the stun and to have some burst AoE. It could be replaced w/ a diff mentalist AoE like TK Eruption, Ego Storm, Sprites, etc.
Gearing for this version is mostly for Int and Con, w/ some crit rating on the side.

Seraphim has proven extremely effective in boosting my mentalist's DPS and healing capabilities.
I especially like the Gem Star build. The only gripe I can possibly think of is the energy boost at the cost of damage when it goes into support role(Which ultimately does little to hinder the overall evectiveness). Other than that, I am extremely happy with it.
Edit: I can't find the Gem Star build that was linked here years ago. If I could find it, I'd use it as a starting point.

I'm not sure what sort of things you still want to do w/ the character. Regardless, TP isn't a great set for personal dps, though its still good for debuffs, CC, and in general helping allies perform better. Here's an example of a general dps TP build that's nice for groups:

Sleep and MStorm can help roll debuffs and CC a bit (tap for debuffing, charge if you want better AoE CC effects). TK Maelstorm gives you a large burst AoE and CC, while MLeech can add to the helpful debuffs and toggle/form procs. The pets can add some more single-target dps, and you can fill in any spare time w/ taps of Ego Blast. Gears mostly for Dex, w/ some Con and Pres.
This build puts more of a focus on dmg, though you could take a more support/off-healer approach by taking Shadow Manifest as the toggle/form (its in Darkness) instead and focusing more on Pres, and prob getting a Hybrid aura like Seraphim or a Sorc aura then (and using the Hybrid role, ofc).

So far, I've tested this build in the Powerhouse battle station and it looks good. The only change I made was replacing Eldritch Shield with Telekinetic Shield, then used one of the remaining two points on Telekinetic Reinforcement.
