PTS update FC.31.20120904.2
This build is scheduled to hit PTS by 7:00pm PST on 9/7/12

Greetings!

More powers updates form your favorite dev this week, G-crush!
There were also some minor art updates to Cape Glide.

Please format any bugs you find in the following format:
Bug
Where it happens
What happens

Powers:
-Manipulator: Manipulator now grants a stack on any control attempt (including interrupts) regardless of charge time.

-Manipulator: This power now triggers on any control attempt (including interrupts) regardless of charge time.

-Manipulator: This power now properly scales its energy return on Presence or Intelligence, whichever is higher.

- Telepathy: Manifestations: Manifestations now scale on Endurance, and have had their buff values reduced.

-Telepathy: Mental Leech and Shadow of Doubt should now apply the correct debuffs to targets.

-Telepathy: Shadow of the Mind, Ebbing Lifeforce, and Lingering Regret have been renamed to Stress, Dependancy, and Regret respectively.

-Telepathy: Mental Storm, Mental Leech, and Shadow of Doubt no longer break sleep. -Telepathy: Congress of Selves has had its numbers reworked slightly to tone it down as an all around passive.

-Telepathy: Master of Mind: You may now purchase additional ranks in this power properly, as well as see the description in the power window properly.

-Telepathy: Manifestations now scale on Endurance instead of superstats.

-Telepathy: Mental Leech and Shadow of Doubt now properly apply their intended debuffs. Mindbreak can consequently purge stacks of Regret (formerly Lingering Regret) properly.

Nemesis:
-Nemesis: Heirlooms: Added a Neutral Catalyst Heirloom for those heroes who dont need the extra ocular exuberance.

So happy to see the DoTs no longer proivde break damage! Now I can focus on comparing numbers.

YAY my names made it in.

Scaling the aura summons with END is such a good idea. I hope the benefit numbers are lowered but still rewarding to players who use END as a main stat (people with 300+). Because END is such a bad stat innately this could possibly remove my desire to take them away from the freeform system.

Also, please consider making all single target holds like bolas, (ie) removing the self root on single target holds and remove the requirement that the hold be fully charged.

making all single target holds function like bolas would go a long way toward making "controller" play-styles feel more quick and responsive.

    1) Very glad you choked up your pride and went back to fix your mistakes with Manipulation. Now, however, don't forget to make its duration 20s now that it can proc within reasonable time, also give it the standard 4s internal CD if you haven't. Of course fix the power interaction bugs with it aswell.
    2) I like the renames, very fitting and short.
    3) Yay for Neutral nem heirloom gear.

Three diffrent builds and still this has not been fixed:

BUG: Skill nodes do not give skill points when collected.

    Where: Everywhere!

How to reproduce: Go to a skill node and collect it.

What happens: You collect the nodes items but you do not gain any skill points for the skill you chose.

Wow..... O.o... I am amazed you actually changed the proportion of the cape glide for females!!! it looks perfect now, thanks guys A LOT for listening. I love this recent attention to the feedback of players, its really appreciated and reinvigorates my interest and passion for the game.

Anyho... last visual complaint about the power, the "charge up" animation is really, really, really odd... maybe something more appropiate there?

Bug on Live: No synergy between stealth bonuses and Evasive Maneuvers' advantage Sleight of Mind (3 second stealth). Throwing Blades being one example.

I know this is the PTS, but hopefully they can squeeze in a fix for this on the next patch.

I can agree with the internal cooldown being neccesary but the powers still have long cooldowns so I don't think the 20s duration is enough to stack properly (specifically if you use manipulator for non-telepathy control powers). This form provides a tiny force multiplier (hold strength) unlike adding to raw numbers in Compassion, Concentration and Focus.

    - -

Someone also suggested that Psi-Lash not break ego sleep (no breakfree damage). This sounds like a great 1 pt advantage.

    - -

Again I say the consumption of Dependency should proc an AoE heal around the player and not around the target.

Ooops... seems I didn't do proper testing with Cape Glide. The charging up animation its okay, only if you are staying still. If you happen to be moving and charging (which usually I do) its when the animation looks all funny and crappy.

Hopefully my block idea will as well :P

When you say they will scale on END..does that mean the more END you have the more powerful they are or is it just energy cost relative?

Also, let's give this set a shield! For FX I vote for Ego Blast's hands-on-head animation with an ethereal shield in a classic shield shape the size of your body being summoned and hovering in front of you.

Here is my proposal for a block for Telepathy

    Mental Shield

Mental Shield creates a protective barrier of psychic energy (OR a psychic entity) that reduces incoming damage and increases in effectiveness as time goes on. Has a 2% chance to fully Placate attacking enemies (3 max) (20% chance to placate at 10 stacks). Protection increases as block is held. (stacks up to 10 max)
250% all damage resist (300% to Paranormal) - (Same block dmg resist progression as Eldritch Shield)

    Advantages: Trick of the mind
This advantage gives your shield a 80% chance to cloud the visual cortex of your enemies, rendering you invisible and untargetable for 10 seconds. However this advantage can only be activated on an application of crippling challenge or when your health falls below 60%. Attacking during this stealthed period will render you visible. Has an internal cooldown of 15 seconds before it can reactivate.

It would use Ego Blast pose FX and would sort of have astral/psychic tendrils stemming from the forehead, if it was a regular shield. If it was a psychic entity which was drawn up like a collective will being...it would still use Ego Blast Pose FX but standing in a sort of Psi Lash position with one hand on your temple and projecting the shield outwards.

Also about breakfree again..alot of the time Ego Blast and Ego Sleep dont work well together at all..one holds the enemy and another destroys the hold entirely, which is not really useful. I am worried that the new mentalist DoT's will destroy any CC someone tries to use in combination because they destroy CC. If they acted like Ego Sprites and didnt break held condition it would be a very good change.

IF an AT is made using the new telepathic Powers... I vote it uses the above block, has one or two good heals, a CC power like Ego Sleep and have Master of the Mind perhaps as Ultimate, once it is edited...(It feels like it doesnt last long enough..and the stacking is a bit odd sometimes stacks randomly fall off or arent consumed)

I don't know if I agree with renaming the powers - this isn't a psychology class. Still, the names play almost no part in actual gameplay, so no biggie.

There may be an issue w/ allowing manipulation to trigger on any control attempt as there are a lot of powers have some sort of control effect as a secondary effect of the power. And what exactly counts as a control effect? If fear counts, then I can see this becoming darkness' best friend. What about mighty leap? It stuns and snares. Condemn and Vengeance can be advantaged to paralyze the primary target and stun all others in an AoE... would this give you a bunch of stack instantly? What about sonic device w/ adv on an AoE or sonic arrow?

Please also give the various manifestations different graphics if you haven't already.. I still vote for the floating energy brain!

I also want to see a telepathic bock. Perhaps it could simply use the 'arms up and out to the sides' animation and project like a hemisphere in front of you, and have you hover slightly off the ground, (just for looks).

Onto the topic of manipulator, I am not sure if fear counts as a CC effect, but it should really...I know stuns do they count as a CC effect which procs Manipulator

I doubt this is any sort of issue, since manipulator is not something that can really be exploited to make toons hit for 20,000 damage. At best it'll let you hold someone in pvp for 5 seconds instead of 2 seconds, that's about it.

And aspect of the infernal gives concentration stacks every time you poison a target, so *lol epidemic*, instant 8 stacks.

Concentration, focus, compassion, and enrage still far outclass it performance wise.

"Control" effects are stuns, paralyzes, sleep, confuse, and incapacitates. So, essentially, anything that stops the target from being able to attack (or being able to choose what it attacks, in the case of confuse.). Fear is just a debuff.

    **edit**

The energy fix for manipulator reminds me.

Crush, are you ever going to fix overdrive's energy scaling?
    Bug:
Right now Overdrive does not properly scale with intelligence or endurance, it is instead scaling primarily off recovery.

Its still not as fast as or ez, say Form of the Tempest which can be triggered just by critting with your energy builder.

Yes, the manifestations generally have a esoteric/magic feel to them visually:
    A. Because they are dudes in robes... Are they monks? Wizards?
    B. Because the aura on the hands that they grant looks like the AOPM aura.

    PTS update FC.31.20120904.2

Please format any bugs you find in the following format:
    Bug
    Where it happens
    What happens

    Bug:
Stress debuff is still called "Shadows of the Mind" in tooltips.

    Bug:
The Damage done by the DoTs still count against Confuses breaking damage. This is not the case for paralyzes, sleeps or stuns.

    Bug:
Ego Sprites should be in "Ranged Area Attack" not "Close Area Attack" now.

    - -

There are 4 DoTs available with varying effects. I would love to three of these have the Stress, Dependancy, and Regret debuffs but I think they're put on the wrong 3 powers. To fix this i advocate the following changes:

Mental Storm: No longer provides "Stress" debuff. Now is only an AoE Stun (Paralyze preferred) Power with a DoT.

Ego Sprites: Remove 2 stack cap. Add same cooldowns and ranking as Mental Leech and Shadow of Doubt based on ranks. Remove DoT down to 6 seconds per stack. Change AoE radius to only 20 ft from 25 ft. Ego sprites now proc "Stress" debuff.
Explaination: Ego Sprites becomes dominant way to proc "Stress" follows same stacking/cooldown rules as the other Stacking DoTs.

Shadow of Doubt: Add 20 ft AoE (or increase damage substantially). Increase DPS to energy builder standard.
Explaination: The damage is tiny compared to its peers and they provide AoE. The Inurrupt should continue to proc only on the single target, not the AoE.

Mental Leech: Remove Inturrupt. Increase DPS to energy builder standard.
Explaination: The Inturrupt feature on Shadow of Doubt is what makes it special. Mental Leech has the "Dependancy" ability to heal.

Summary: The combined DPS using the passive and all 4 of the DoTs (AFTER they are brought to the energy builder Damage Standard) is roughly equivalent to Epidemic's DoT after pestilence and poison effects are added in. This is the gold standard for DoT DPS imho.

    - -

Mental Storm: I'm debating if a stun or paralyze are better for this power. Since the DoT does no damage against mez effects I think I can advocate for this power being a paralyze. Especially if you take my advice to move the stress debuff to Ego Sprites. As a paralyze (presuming you add a charge time) you lessen the appeal of the power for cherry picking as well.

Could do without the condescending attitude there.

So let me rephrase it, IN MY OPINION it could still use some work. If I am going to purchase something, I'd prefer that it be up to par by my own standards. In it's current form, it doesn't appeal to me too much. Isn't the point of the PTS forums to give feedback on this stuff?

Back on topic, it's still missing from the powers list with this latest build when I logged on this morning.

    Bug:
Ego Storm does not proc Trapped specialization.

    Bug:
Congress of Selves works in Support Role.

    - -

Because of this bug of putting Congress of Shelves in support role I was able to test the new DoT stacking playstyle with my manipulation toggle while in support role. Because of this I have written a sample of what MY ideal support passive would be using many of the same buffs as Quarry.

Dominator - Used in Support or Hybrid.
    Major Damage: +Ego damage
Minor Damage: +Penetration to all DoT
    Minor Defense: +Hold Resistance
Special Ability: Holding enemies grants stack of Audacity (up to 3). Held Targets get "Controlled" debuff. Controlled enemies have reduced effectiveness of Healing and lowered resistance to holds.
*Note: This version of Audacity does not gain +Avoidance, instead they gain +Knock Resistance.

The Animation for "Master of the Mind" should transform the caster into a hooded cloak guy. This will make players have a hard time targeting the player in PvP because all the Collective Wills and Psyche powers also have this animation.

Also I think "Master of the Mind" needs to come with Ascension style flight. It removes your ability to use a travel power.

What would be really awesome (though I don't know if it's doable) for the Manifestations is if they were a ghostly copy of your own toon.

I would like this too but i don't think CO has the tech for a power to understand what costume pieces your using.

However, apparently Never Winter can do this so maybe we can get it some day with a Cryptic engine update (and probably a ton of bugs with it). I wouldn't expect to see powers that understand costume pieces until NW comes out (like foundry:frown:)

It was in the regular list of TP's on the PTS, but I think someone said they pulled it in the latest build...

I am still a bit confused as to why these team support powers that utilize these passives are not usable in the support role, or at least not intended to.

I am still a bit confused as to why these team support powers that utilize these passives are not usable in the support role, or at least not intended to.

After testing extensively today (using Congress of Selves in Support Role) I really feel that the passive for this set MUST work in support role and not in offensive role. In support role the consumption of buffs on Mind Break (Psychosis*) is much more in line with other sets.

Ego Form is doing great for people who want offensive Ego Damage. Especially if you use Ego and Crit severity as your offense. Because Ego Form cannot use Manipulator Toggle effectively I suggest making Mental Discipline proc for offensive telepathy users.

    Gentle Man-Crush,

Here are my final power design suggestions to make the framework more friendly in support role and make the DoT playstyle cohesive.

Mental Storm: 17s Paralyze, 1.83 Activation time, 15s cooldown, 10ft AoE, remove "Stress" debuff (Nerfed to be more in line with Ego Storm - Add 2-3 pt advantage that turns charge into a click stun)

Ego Sprites: Add "Stress" debuff, normalize cooldown and duration with other T1 DoTs, fix "Slave Mentality" so that it procs sooner

Shadow of Doubt: Become an AoE power (or drastically increase single target DoT).

Mind Break: *When consuming "Dependency" the Heal should proc on the user, not near the target.

Psi-lash: One point advantage "Insidious Thought" Makes energy builder provide no breakfree damage to holds.

Manipulator: Add internal cooldown per stack.

Master of the Mind: Provide Flight while transformed (like Vapor Form not like Ascension)

    New Power!
Ego Placate: Click, 100ft Range, +1000 Agression Stealth for 3 seconds, targets self and allies, 25 second cooldown, ranking lowers cooldown, "Deliverance" 2pt advantage (Basically copy everything from Celestial Cleansing and make it work like Absolve). Tier 2

    New Power!
Congress of Selves: Becomes "Dominator" (linked above)

Once again I'm going to chime in with:

    Don't change Congress of Selves

It's an awesome name. I love it. Particularly don't change it to recycled City of X lingo.

Are you saying don't change the name? I like the name. I still prefer "Conditioning" (even to Dominator), but a rose by any other name..

I do think the mechanics of the power need to be updated to support role and think the special ability needs to be changed to debuff held targets while buffing the caster who hurts held targets.

Most importantly, the passive needs to come with a heal blocking component.

    - -

I can't be sure if I want to KEEP Congress of Selves and add a new passive for support or if it's better to only offer one passive as an option. I personally think offering an offensive passive is a massive misstep.

I know its a pipe dream, but this would be such an awesome opportunity to test the idea of Passives whose functionality differs based on role.

I am in fact saying not to change the name.

I am ambivalent on whether it ends up as a support or offensive passive. If it ends up being support, I will just stick with Ego Form.

I'm more concerned with none of the new powers working with Telepathic Reverberation than I am with whether an offensive telepath does too much damage at low levels. Support characters can still hit the DR cap for damage anyway.

Although if i does wind up becoming support, I'd like to see Ego Form made a joint set power like the Martial Arts passives are for purposes of power selection.

I'd like this, infact update Ego Form to grant bonus to Ego DoT damage with this.

Ego Form grants ALL Paranormal Damage (already including Ego DoT).

Yes, Ego Form as it stands right now is perfectly viable for an offensive telepath.

    The only issue is...

There hasn't been enough offense in Telepathy.

Even still, my telepath has been using Ego Form, Psychic Vortex, and Ego Blast along with Mental Discipline to great effect.

The only catch is I had to take TK Burst in order to have a way to build stacks of leech. I'd love to not have to do that, although it's not a terrible power and it isn't horribly out of theme. Just somewhat out of theme.

I would like Ego Leech to be the STANDARD for all mentalist powers (removing telepathic reverb). All the holds should just proc Ego Leech.

That's alot of changes to alot of powers.. but It would help offensive telepathy alot. Telepathic Reverb, as I previously reported, does not work at long distances anyhow. Reason enough to remove it in favor of Ego Leech.

Oh, then fantastic, makes the day simpler...hehe.
Thought it didn't boost the DoTs, but if it does, then great.

The current "Congress of Selves" increases specifically DoT damage on TOP of a buff to Paranormal Damage.. so that approx 100% boost at Rank 3 becomes approx 130% with the current version. I think this is the right way to go for the passive (boosting DoTs more than base damage type).

In my proposed version however instead of an additional boost to Paranormal Damage, I put damage penetration directly into the DoTs.

    Mind Control

Your psychic power allows you to dominate and command your foes for a duration of time. This power causes the targeted enemy to become a friendly pet for a short duration. The power and duration of your mind control scales with your Primary SS. However if your primary stat is INT/PRE this scaling is greater. Max length that they can be controlled for is 40 seconds.
Other Champions build up resistance (3 stacks max) to your mind control and can no longer be controlled by you for a short while. Champions are paralyzed for 30 seconds. After your targets outlive their usefulness they take 1000 Ego damage. Breaking out of this control effect early causes your targets to take more Ego damage.

Advantage: Total Control - 2 advantage points
This advantage turns this power into an AoE power but reduces the length of time that subjects remain under your control by 20%. (Max targets 5)

This is my proposed paralyze/ turn-into-pet power for Telepathy. Telepathy is one of the most thematic sets for a paralyze but it doesnt have one...this needs to be changed.

Champions are naturally (:frown:) resistant to Mind Control which I had to add in not as to make it OP, and are paralyzed. I think it would work VERY well and would give back to Crowd Control the power it is lacking.

Naturally this power does not affect Cosmic- Legendary unless 5-8 stacks of Manipulator are present.

This would be the ONLY hold..(I think) which would favour both outcomes..e.g. putting a villain out of action in order to help team mates recover, or simply as an added damage mechanic on detonation of psychic bond.

I think this would work very well.

I actually really like the current Congress of Selves, we see a new type of offensive passive in a sea of copycats imo. It's not quite Quarry but the fact that it boosts DoT is really awesome and is something that has yet to be touched in terms of boosting. I've been wanting something like this for a while and it helps bring a new dimension to telepathy that hasn't existed before. That's not to say that support and crowd control shouldn't be its main focus, however. If it changes tho... well then so be it.

As for a future support passive... we are really hurting for another passive that boosts healing. We only have Seraphim currently and AoPM boosts healing indirectly. Also, there has yet to be a passive that introduces Crowd Control buffing. So both of these implemented would be amazing. Maybe even a secondary effect to cause a stun to attackers based on a stacking system similar to LR and erases hold resistance stacks (or something).

On the whole, really happy to see you guys working on this. It makes me happy and the idea of a CC review somewhere beyond the horizon is exciting. However, don't forget that you owe us a defensive passive review and a new passive for the Earth powerset that was promised 9 months ago... I'm not saying drop everything, I'm just plugging in a reminder (but I'm sure you didn't forget!)

All of this looks promising and you have me loving Champs again when I was afraid that I'd never see the Champs spirit return. We shall see come the full release of this but I'm excited! Between this and the atrocious price of the prototype vehicles (when they were ONLY prototypes, not even the final product and for only a single toon from what I understood could purchase a FIFTEEN DOLLAR jet at a time with golds getting no initial freebie or privilege from it AT ALL) I'm not sure how to feel... somewhere between loving you and wanting to walk away.

Enough about that tho, good work so far Crush!

I say stuff and I say things, sometimes together but only when I'm feeling adventurous.

    I'm @blu8 in game! :D

Being in support role for ANY passive buffs Healing. I disagree with the assessment that we need another passive to boost heals (Seraphim for paranormal users and Medical Nannites for the natural users).

Also I think boosting Hold Strength via the Support passive is not really important. Unlike Healing which needs no cap, crowd control DOES need a cap of how strong it can get. Currently it's only modified by PRE, Specializations and Manipulator. This keeps the outer limits of hold possibility firm and tangible.

What the support passive SHOULD provide is a buff to the effectiveness of the user attacking held targets. Now that you've held them you need to kill them.
