She's not the only one. There's an easy way to check. If you can stand on it, it's terrain geo. If you can't, it's a frozen NPC.

Fallout 4 actually made it into a story and suggested they were possessed by forces beyond man's comprehension. Yes, Fallout has eldritch horror.
The bug was a glitch in the AI coding, Apparently, all AIs have the same base behavior, but that gets modified by whatever AI script is applied to that character. The glitch that made them move was because the game was using the base AI behavior.
