While that idea is not bad in itself, I think it is not very realistic considering how much actual attention we are getting to balance right now. And without some very serious attention to interesting mechanics it would just reduce a lot of powers to filler powers.
Like it is tiers have purposely been made less important by reducing the power requirements for higher tier powers. And with the still very limited dev resources I would much rather they fix the actual exploits and then focus on content.
More like everyone flocks to what the consider the best power. This isn't going to change with nerfing 2GM.
I'm well aware on certain facets of human nature... it's unfortunate that with variety I feel I'm being punished cause the mentality of some/most people want power and nothing more.
In my experience with other games such as Halo, it was Pistol, Halo 2/3 Battle Rifle, Gears of War(Any) - Gnasher Shotgun, all blatantly Unbalanced despite certain types self proclaiming it to be and so people abuse it or lose it, circumstance aside same goes with CO and 2GM so far...

"customisation is so linear; everyone is after the optimal dps:survivability ratio with 0 reliance on other players = autonomous gameplay... Players don't need each other anymore... which in my opinion is a bad thing."
I'm gonna go ahead and say that I haven't actually seen 2GM being used very much at all lately. Not in PvP, and not in Alerts. I mainly saw it used a lot right after it got buffed, but lately I can't say that I've seen it much at all... and when I do see it, it has a tendency to be a Specialist.
Multiple, frequent high damage rolls against dodge was superior and easy to use. With the shift to using non-dodge defense, 2gm became less popular, and it's ebon ruin spam once again.
