I'm not sure if what you mean about 'balance,' either "all powers are just fine" or "some need to be tweaked by others are okay," so I can't really comment on this.
I don't think that it should be insulting to point out that people are using things that don't require much effort or skill, regardless of whether they can be countered.
There's nothing wrong with not clearly defining every little detail for me, after all it is my responsibility alone to understand what you meant, even if you decided to be 'naughty' and withhold a definition. It happens, and I write things in an unclear way sometimes, probably much more often than others. Again, I'll have to wait until I know whether "balance" to you means "all powers are out of whack" or "several powers definitely need adjustment but many are still okay or close."
I would define balance a situation when 2 player duels and neither will have any form of advantage over the other due to game mechanics itself and ideally even the connection. Have you seen players QQ at an arcade because they lost and they blame the controller lever they are using is loose? Hence by my definition, short of standardizing every little detail from choice of SS, spec tree and skills, powers, gears, mods, devices there will not be a balance. If we carry it further both parties should be using similar keyboards just in case one of them uses a gaming keyboard etc. The list can go on but is it necessary? Or can we just leave everything as it is and just fight with whatever you can get your hands on? If player A without devices or so-called "crutch" powers defeats player B, then all the better. Otherwise, player A can always pick up something else to counter player B, be it a different power, device or whatever the game can provide. Alternatively, player A can just choose not to fight player B and vice versa.
I think pointing out that players or people are using things that do not require much effort or skill is fine but it does not necessitate them being called noobs or noobish. For example, I enjoy playing easy mode with my build. I run macros that spams all my actives, BCR and nanobot swarm and I can even play some matches AFK without dying. It does not however mean that I cannot play another build or another style. The same goes for any players.
2 players at an arcade can choose Sub-Zero, Reptile, or anyone else. I just like games that require skill and not just clever power choices and device usage. I never made a mandate about what people need to be doing with their time, but I'm hardly going to stop calling them noobish for using powerful things that require virtually no skill just because somebody gets offended. I would want people to tell me how to improve, win or lose, regardless of whether I think they're right or not.
In Champions, all freeforms have the ability to choose 14 powers at level 40. They don't all have the ability to choose any device at level 40 initially. This is why I think devices are ridiculous, regardless of counters.

Ahh yes agreed. Then how about gear and mods then? Not everyone starts with legion or even heroic gear. Not everyone starts with R5 or R7 mods. Should we then bring it back another step to say no gear so that no one has to grind? But wait, why should a new player who wants to PvP have to grind/level a toon to 40 before he has all 14 powers? Do we then say everyone have to PvP at level 6 so that the entry point is for everyone?
Arcade games are so designed to be more "balanced" and even then it is not. What more in a freeform situation. There is no one to stop say someone like Jaybezz (sorry had to borrow your name here) who insist they will hold dear to the mental power set even if it means that the toon will then be unable to compete at the same level.
I think most of the gear/mods are fine and people have a good opportunity to get what they want, even though I think the loot tables need to be adjusted.

Or they could just remove vehicles and save me from puking up blood when ever I get a full screen of their mods in a burst alert.
Ya gear will be different but I think the collective can agree that these are things you can't really avoid or regulate. They have always been available, and always will be. Maybe it isn't fair, but I am more concerned with other balance issues first.
