Don't forget to look on roof tops. The one in the cap was found on one of the smoke stakes on the spiral stairs.

But seriously, I look all around that Center City area and could not find BH.
Edit - Looked again last night. Instance 1 must be broken for Clarence to appear.
Edit 2 - He's back in Instance 1. FINALLY, took The Teddy down.

Since the Entrance is exactly below the Bosses, if someone use a long range AoE (Hurricane, Epidemic, Lead Tempest, Lightning Stor) while flying and being near the Roof, it HITS the Bosses above as well and Triggers the Battle even before the Cutscene

I was some way away from the vent scoop at the time, but the scoop itself was incredibly high in the air, completely out of harms way.
I'm not sure if this has happened before but I'd never seen it happen before. Everything was going on as usual, Black Talon would come along and stand on where the scoop was meant to be and fire his cannon, but it didn't seem to take any damage and stayed in the air for the rest of the alert...
So in the SG, we have a running joke ( to them, not me ), about me going afk at weird times, or often most times, because i always say "I MUST WALK MY DOG! BRB!"

It's on the Canadian Map - Stroessen's Peak.
To get the Perk you'll need to flight. A vehicle will work, too.
You need to fly up to the wide end of the telescope. The big lens, actually.
