That's called the Stadium Stance where I come from. If a Cop spots him, he'll get a ticket.

Love it! I've gotten Citizen Missions that asks my hero to please stop trouble makers spotted entering a museum and when I arrive at the waypoint, I can clearly see word POLICE in large blue letters above the entrance.
So maybe it IS a police museum. I mean there must be one somewhere, right?

Wasn't that "Dr. Silverback's New Best Friend"? That mission sends you after DEMON members who are stealing the Doc's equipment. And it turns out that they appearantly broke into the police station!

I'm less concerned about the painting and more puzzled by what is apparently the actions of some insane plumber having scattered pipework all over the city.

Or just the result of a truly over worked Dev and a mess that was created at 3:53 AM on a Sunday.
And what is that an image of? It obviously neither a Bird or a Stag. Is it a Cat? So, that's three things wrong. I'm going to say that my first guess is more likely. Two things wrong is a bad mistake, three says we are more likely being messed with.
