FC.20.20110812.2 Patch Notes
ETA: 4:30 PM PST (GMT-7)

General Gameplay:
  • Traffic in Millennium City should no longer jam.

UI:
  • Client no longer crashes when accessing the Powers window.
  • The Terms of Service no longer pops up at every login attempt when you hit Accept.

Powers:
Fire
  • Heatwave: Updated the tooltip to state that it deals damage every second, not every 0.5 seconds. This is just a tooltip change.

Archery
  • Quarry: Fair Game: This power should no longer put a buff icon on you that does nothing.

Gadgeteering
  • Tractor Beam: Final Delivery: Now properly causes Knock Resistance.
  • Tractor Beam: Final Delivery: Now properly has an icon.

Munitions
  • Breakaway Shot: Microfilament Wire: Now properly causes Knock Resistance when it successfully Knocks a target toward you.
  • Breakaway Shot: Microfilament Wire: Now has the correct icon.

Power Armor
  • Chest Beam: The debuff applied by this power was incorrectly affecting the damage dealt in the same application as the debuff. The debuff will now correctly take place after the hit, instead of prior to it.

Martial Arts
  • Bountiful Chi Resurgence: Resurgent Reiki: Buff icon tooltip updated to match what this advantage does. This is just a tooltip change.
  • Fury of the Dragon: Was unintentionally alternating between damage types every tick, instead of dealing both damage types every tick. This has been corrected.

Telekinesis
  • Ego Weaponry: Siphoning Strikes: The heal from this power will no longer erroneously report Dodges.

Telepathy
  • Psychic Vortex: Single Minded: Stuns applied by this advantage should now work properly.
  • Psychic Vortex: Single Minded: Now properly has an icon.

Might
  • Shockwave: Now properly causes Knock Resistance when it successfully Knocks a target.
  • Beatdown: Blindside Blow: Now has the correct icon.

Celestial
  • Celestial Conduit: The chained heals from this power will no longer erroneously report Dodges.

Known Issues (Please write in red text when submitting bugs to this thread so issues are easier to find.):
  • Known issues will be posted here.

FINALLY! Especially the part about psychic vortex. Always loved the idea but annoyed by the lack of stuns. Now if this can also apply a chance of stacking ego leeches then we're really in business.

Is this generally considered a bug? Because there's a lot of powers that do this, and it's a significant nerf to the alpha strike potential of chest beam.

Shhh! Don't tell them about Demolish. They'll "fix" that next. :(

Also, Fury of the Dragon's damage was just doubled, if I am understanding the patch note correctly. That is very interesting indeed.

I don't think so. I think it was alternating damage types each tick, instead of 50% each type per tick.

Things break, that's no problem. We'll wait, patiently, working ourselves into a testing frenzy, chomping at the bit to get on there and TEST STUFF UNTIL IT BREAKS! RAAAAAAAH!

I'm really encouraged about the attention being paid to Psychic Vortex and Fury of the Dragon. Those are two powers that players have been wanting to use. In my opinion, it's as valuable as releasing two new powers.

Speaking of, Tiger's Bite has an issue (since F2P) with damage ranks - you can actually reduce your damage by consuming Shredded at rank 3. Full detail in this post by another player: link.

Unfortunately they haven't fixed the weird pathing with Vortex that makes the R2 and R3 version of it fly away from the bad guys and do nothing.

And I know Electric Form is one, but I have given reason why Energy Damage should receive a second passive.

Every other damage type has atleast two or more passives to boost specifically the damage type. While Energy damage just has Electric Form.

Devs have said they hate ZPAs or they could've just added it to every passive like AoRP.

And the intrusive fx is the primary reason I do not enjoy Electric Form. =[

if the Devs hate Zero Point Advantages why did they give mental Discipline one. since its a new toggle power for tk?

So it's almost like they don't like ZPAs, but will use them for cosmetic purposes when players demonstrate sufficient desire? Sounds like a perfect case for electric form.

You have to note that the ID blades were a pre-existing feature in the TK set so TK bladers can still enjoy what they had before and not deprive them of their good old dual swords.

No. They do it only when they can't achieve functionality any other way. There is a ZPA on AoPR because they created a new graphic for it, thinking people would like it. But many people missed the old one, so they added it back in with a ZPA.

But in general, no, they have no plans to make ZPAs for every passive.

You also have to note that it is purely cosmetic and doesn't have any effect on how the powers function. I would think adding a 'no electric aura' advantage to electric form would be easier than creating an entirely new passive, but what do I know.

EDIT: I don't see where I suggested adding ZPAs to every passive, perhaps you could point it out for me?

Not at all. ZPA creates an entirely separate copy of the power. As ZPAs proliferate, it creates a huge amount of extra work for the dev team whenever they go about changing things, due to all the clones of powers.

The general consensus is that they'd rather create new powers than spend lots of time making quasi-invisible power clones which generate the same amount of work and maintenance as new powers without actually presenting players with something that feels like a new power.

So far they've done ZPAs for Growth, because they wanted it to be in the game but wanted it to be purely cosmetic and not a real power, so they ZPA'ed it and linked it to Enrage, and they've done them for two cosmetic effects that have always existed in the game, but due to power changes would have been unavailable unless tied back into the game with ZPA's.

But they aren't going to make ZPA's for all the passives and other powers just to cancel the graphical effects.

    -edit-

response to your edit: If they make a ZPA just for you, why shouldn't they make one for everyone else who wants to use a power without having the annoying-to-them graphic? In essence, you're asking for a ZPA for every passive. Unless you honestly feel that your personal beef with Electric Form is either shared by all players, or you just live on the moon and think that you personally should get what you want and anyone else who asks for the same should be ignored.

And I hope I have sufficiently explained why ZPAs are a last-resort approach for Cryptic, and not something that should be presented as an ideal solution in any case.

Given currently all the energy damage powers (oustide of the 'Energy Projector' set) belong to gadgeteer or power armor, all those of you who want to use a Passive offence, but don't like the look of elec form (Personally, I do and used it on my Gadgeteer until the F2P update) couldn't you just use Targeting Computer?

That's the advantage of a free-form power choice system, if you don#t like a power, just choose a different one

p.s. any idea of an ETA for this update?

Yes, it is considered a bug. A power that applies a debuff should not be benefiting from the debuff before it is actually applied. Most of these damage resistance debuffs are intended to help with sustained damage, not make the alpha strike harder. If we wanted that, we would just make the power hit harder.

I understand it's still a minor nerf, and that is unfortunate, but letting bugs continue on once we have them and can fix them is not going to help anyone long term. A lot of our bug fixes result in buffs to powers, which is nice, as considerably less people seem to be unhappy when those bugs are fixed. ;)

I think there it is now problem if they do it or not, because its only the question if the first little hit, that applies
the debuff for alle the following hits, gets a little more damage or not.

Probably, though it doesn't much matter since minigun is low damage tics; on a full maintain (21 tics) it changes your damage from 27*base to 26.7*base (a 1.1% reduction), whereas it's a 10.7% reduction on chest beam and considerably more than that on a charged advantaged demolish.

I believe advantaged ebon ruin also does the debuff in the wrong order, as does advantaged collective will (not that anyone uses CW), as does ego blade breach.

Oh, also heatwave (engulfing flames), though again that doesn't matter much.
