Ive noticed that the sci fi hip armor has also made it to be the bestial legs as well. KEEP THIS!!!
Please, I mean it I have been wanting to have a bestial leg toon that can utilized that type of subligar for a long time now. It seems to work fine with no clipping issues I can see so please leave it in!
Any word from any of the devs with the crashing bug?
I know there's other stuff but so long as that bug is there, its nearly impossible to test out the new powers(except maybe the new energy build) but even then, no one can really test them until that bug has been fixed.
Aw, no t3 ray gun?
And why rifle specific powers? Having a hole bunch of interchangeable ray gun settings would be cool.
Gadgeteering now has 3 weapon types in the tailor - Sonic Blaster, Experimental Blaster, and Particle Rifle. However, each of these 3 categories have some pieces of weapon geo that work in all categories. So, if you want to be able to have all of the Gadgeteering Blaster powers while looking like you only have 1 gun, you can. If you want to be more like a "random pack of gadgets" Gadgeteer, you can do that by selecting different geo pieces for all of the categories. I'd love to have an option that let you say... pick a different piece of geo, along with matching anims and FX for each power as you wanted, but that's just not something we can do right now.
As for why no TIer 3 - we wanted low level people to be able to make a Particle Rifle themed character, instead of needing to wait until they're higher level before being able to do so.
Add me to the list of people not sure why we need circles.
Also, add me to the list of people who wants ignore pets as a target option so the game is playable with controller again.
Of all the pvp complaints, I don't think not being able to tell what team someone is on was one of them
Seems like valuable resources being squandered on something less useful, also what about the new pvp map? Is this change telling us that its team based?
As for why no TIer 3 - we wanted low level people to be able to make a Particle Rifle themed character, instead of needing to wait until they're higher level before being able to do so.
No offense but that doesn't seem entirely logical. I mean most powersets don't have their force cascade till tier 3, this jus seems like a kick in the teeth. Is 14 not a low level?

Force Cascade isn't really a "theme." While not every theme is something that is represented at low level, that doesn't mean we have to continue preventing them when making new powers. If I moved one of these powers to Tier 3, all it would do is prevent it from being selected earlier by players. We have no costing modifiers for a power being a Tier 3 vs a Tier 1 or Tier 2 power. The only Tier that has special costing is Tier 4, and I'm pretty sure we're all aware of the state of Tier 4 powers.
maybe they're adding more teams for a new pvp mode. maybe a 4 team king of the hill type? though I don't know if enough people would play it.
with the new gadget powers are those with a certain number of gadget powers getting a retcon? maybe answered else where i just didn't see it. if so srry :-/
... We have no costing modifiers for a power being a Tier 3 vs a Tier 1 or Tier 2 power. The only Tier that has special costing is Tier 4, and I'm pretty sure we're all aware of the state of Tier 4 powers.
By costing modifier you mean a T1 power is the same as a T2 or T3 power? Why bother with tiers of powers at all then?
On a side note, any chance we could get some other changes pushed through for Gadgeteering? Removal of the charge time on Orbital Cannon (would still have the 4.5 sec delay after firing), buff Medical Nanites, and fix Nanobot Swarm such that high INT doesn't make it less effective.

The design of why we have Tiers, and what they mean, has changed quite a bit since they were implemented pre-launch. The idea of Tiers themselves is something we've thought about and discussed on multiple occasions. The original design behind the Tiers was twofold - to prevent certain effects from existing too early in the game (lots of CC powers), and to reward players for staying in Framework by getting access to the coolest powers the Framework had to offer. It wasn't really a whole lot about power level.
The reason lots of Tier 0 powers are viewed as weak, is they are built so that a level 1 character can use them, which means they have to have lower Energy costs than later Tiered powers. We're not particularly happy with the fact that lots of T0 powers are just completely discarded by many players later, and we have some ideas on how to fix that, but they aren't quick fixes.
As for looking at other Gadgeteering powers - we're in the middle of the Unarmed review right now, so doing a whole bunch of review work on other powers probably isn't going to happen just now. However, all 3 of those issues you brought up are on our list to look at. The Nanobot Swarm bug has been on the list for quite a while, but it's a tricky fix... so much to do, better get back to it.

Thanks for the explanation, it seems my Sonic Blaster-only hero is safe even if I branch out into EB or PR then - goody!

I get that, I guess its probably me jus misinterpretting what you said. To me it looks a bit like "We didnt give the ray gun version of gadgets its own tier 3 because we want them to have all their powers before 14" rather than what i think its meant to be as "We made all the powers less than tier 3 so an out of set player doesn't have to wait until level 26".
Now I hope the Unarmed review will do something for the Sneak power.
One can hope.
*Sneak now debuffs the perception of enemies around you
*You can now attack while using sneak
*Taking damage while using sneak grants you 5 stacks of versatillity

Better ?
How about just having Shadowform + SS DEX + Sneak being enough to actually sneak up and backstab a mob on elite difficulty or a player with SS INT + perception gear.
And just Sneak being enough to backstab mobs on normal difficulty or against players without SS INT/perception gear.
The whole-nonfunctionality of Sneak is what turned Shalbriri from being a TK blade sneaky assassin shadow demon into a sneaky rifter shadow demon (and speaking of T4 powers, she does in fact use Planar Fracture...it's underwhelming, but looks really cool)
BUG REPORT: Repeated Crash to Desktop when attempting to load the Gadgeteer power-select menu when talking to the trainers in the 'Powerhouse Post-Invastion' (Untested as to weather this affects other instances of the menu)
Just noticed the new Cryptic points icon. So long atari.
Isn't it the same as the old one?
*goes to have a look*
Huh. That's just a placeholder, isn't it?
I seem to recall that the old one looked a bit like the "C" on the menu button on the minimap?

That's some rather interesting insight into the inner workings of tiers.
So it's OK for T2 and even T1 powers to out-damage T3 powers, but T3 powers are supposed to look cooler and have better/more dramatic (non-damage) effects?
*Sneak now debuffs the perception of enemies around you
*You can now attack while using sneak
*Taking damage while using sneak grants you 5 stacks of versatillity
Better ?
Not to me, but I'd rather it just be:
*Dexterity now boosts Perception stealth too (meaning you can actually get close now)
*Sneak provides a large damage boost for using a melee attack out of sneak, and a separate but stackable boost for using a single target attack. As in the area of 50% boost for each or 100% for both (meaning you could use a melee cone or a ranged ST but it'd be far weaker then a melee st)
*Sneak can be toggled on in combat but is interuptable mid charge, charge time increased to 4 seconds. As such being in combat no longer drops Sneak either but being hit will. DOES NOT REMOVE THREAT.
*Using a power that temporarily grants stealth will not turn off sneak once the temporary stealth is gone.
*Possibly add a small amount of crit chance and severity while active (increased by rank)
As for other Unarmed MA changes...
Honestly? I just want to see some freaking style added. It's Unarmed Martial Arts.... right now it looks just a tiny bit more flashy then real life karate, it SHOULD look like Kung Fu Hustle or other cheesy asian martial art movies. I want to one inch punch a guy a few city blocks, I want to let loose a thousand punches in a second. I want to do a back flip while kicking a guy in the jaw, or even just some more burning chi moves that are rip offs of street fighter ones like Shoryuken, etc. Give me some style! I'm fairly happy with how the powers work, its just they look so lame for a set that should be the flashiest in game. Which works perfectly with my only other complaint about MA, not enough powers unique to each branch.
As for Tiers....
Why is Ego Surge and a few other active offensives (forget which) T3 while most are T2?
I have to say, that User Agreement check everytime I log in is going to get old, very fast.
It says right in the first post it's a known issue. Just suck it up for a bit till they fix it. I'd rather see it keep popping up now on test and be addressed then see it happen on live and take a week to resolve.
It's strange how the irritating, although relatively minor issue of the EULA popping up repeatedly has already found it's way into the OP. Yet the Major issue of a game-breaking crash-to-desktop, verified by several people hasn't even had any Dev acknowledgment
EDIT: in Hindsight, Ame did briefly mention the crashing issue, but I would have been nice if it had found it's way to the OP, but this is all pointless as it looks like there's a fix coming shortly

Uh, yea it has. Do try reading. Ame's quoted on it actually.
It must be something pretty deep in the code for it to be taking this long. Either that or they are passing it through QA which probably should have seen this in the first place.
Dont push that test server to Live! please...and this time dont just ignore everybody.
Last thing we need is kitchen sink 3.
I know, i sound firm, but after last time, foots down.
The client just crashes and crashes.
Yeah I just logged into the test server and didnt even do anything except walk around in the powerhouse and it crashed to desktop. Must be getting less and less stable.
They have no reason to push this to live any time soon. The Gadget powers aren't scheduled to come out until 23-25th. We can all rest well with the knowledge that this crashing bug will most likely be resolved by the end of the day, end of the week at the most.

Hrm... one question:
Will we get more lasery goodness down the road? I mean this is pretty cool; I'm not complaining...
Woah....was this a big gripe with people or is it meant to help with targeting? If it's the latter then can we get the option to just ignore pets and/or npcs for tab targeting instead?
Separate issue. The first internal tests were a little confusing, teamwork-wise, so we decided to up feedback in a number of areas.

The Nanobot Swarm bug has been on the list for quite a while, but it's a tricky fix... so much to do, better get back to it.
Oooh... so the thing with Nanobot Swarm and Eye Beams is more than simply a negative modifier placed in the wrong spot. Nice to hear word it's on the radar.
Separate issue. The first internal tests were a little confusing, teamwork-wise, so we decided to up feedback in a number of areas.
Hrm Vixy will have to try it and see - too much UI can be distracting as well.
The complaint that's relevant to engaging enemy players is not about knowing who they are. It's about being able to select them as targets when other npc "enemies" are present. Like sigils, ice cages, pets, etc. - cycling through all that junk is a frustrating experience....and, unless you're a tank, often results in your death before you can even select an enemy player.
That's not to say that a lack of complaints about something means it cannot be improved, but Vixy is just surprised that the bit of attention that PVP is getting has nothing to do with the feedback from the community.
Yaaaay, new powers. (Cue rolling in delicious new powers here.)
Can we get a non-Wrist Bolters Energy Builder on the table at some point? Just a thought. This is absolutely great on it's own, just figured hey... We're in the neighborhood.
Agreed which is why ontop of making the power just plain better I often say change or add an advantage that allows you to toggle it on with any power or in the case of pa, no longer count as a head slot but can still be used with pa toggles.
I'd honestly prefer a different option that ends with Eyebeams being a better power overall, and a less forced thematics energy builder popping up instead.
Let's face it - eye beams are a very specific power as far as theme goes, and one that doesn't exactly scream 'Power Armor' to me the majority of the time (you see it far more often on straight Energy Projectors than, say, Iron Man or Blue Beetle [the third, if we want to get technical]).
I don't mind it being a PA toggle, but the power needs a decimal point shifted so it both does real damage, and costs an appreciable amount, to make it competitive with Minigun and, to a lesser extent Shoulder launcher (I say lesser, because SL is really an alpha, whereas Eyebeams and Minigun are something to maintain throughout a fight).
Currently there is no reason to ever take Eyebeams over Minigun. Eyebeams may be "cheap" but it still adds a stacking 15% cost increase to your PA toggles, making it a losing proposition in every single possible case.
Agreed on both points. Either make Eye Beams an Energy Builder, or make it more useful.

Tier 0 powers are not normally the highest dealing single damage, nor the highest dealing AOE damage, so it ends up being cannabalized when a individual is high enough to get rid of it safely.
It's hard to think of a great suggestion for tier 0, but I would focus on debuffs. When you are low level, it can be hard to contribute to a team. Having a power that does the current neglible amount of damage, but debuffs very well, 'may' be a power one might consider keeping as they get later into levels.
...Agreed on both points. Either make Eye Beams an Energy Builder, or make it more useful....
Or both! There's no reason not to do 2+ eyebeam powers. You could have the current version (hopefully buffed), plus an Energy Builder, plus a chargeable cone version.

Has there been a reason given for the circles? It seems very immersion breaking, and very anti-tactics in team PvP.
