Good luck with that. Vehicles are Account Bound on Equip, meaning that once you use one, you can pass it to other characters on your own account, but not to other players.
If you want an unused one, it'll be far more likely to happen. ;P

Don't overestimate Soul Vortex.. I've got mine one week ago for 200 G, and well, it's a wooo vortex that lasts 10 secs and takes 5 mins to recharge. It does no damage and has an energy cost unlike most of the devices. But oh boy does it look cool. Still, wouldn't trade my DUC for 5 of those.

If you do have a soul vortex, I'm sure I'd be able to make it worth your while.

The LOOK of the power makes it nice for either a WIND or WATER :rolleyes: toon.
You might be thinking of the Blood Moon device, ERODED SHARD, which does no damage and has a swirling wind animation. It has a shorter CD than most other BM devices and, iirc, is kind of like a Power Armor power in that you can MAINTAIN it and fire off another power. (I always set my 5 device slots to do a MAINTAIN by keystroke macro).
