My vote goes for Tomoe Satsu, awesome costume design...it even looks like you managed something like robe sleeves for her....gotta admit I'm curious how you managed that. Very nice though.
I have to butt in and declare my admiration for, Mordenthal. Although, I think as a villain he could be iconic. It has just the right mix of distinctive outline and eye catching appearance.
PS I want to say this is a great idea for a thread OP.

Screamin' Eagle is totally original, I love the colors.
Inspector Steel, Dr. Voltsz look iconic, like they should be used in real comics immediately.
