Some changes are trivial to make, some aren't. We don't expect players to know what's trivial and what isn't as it isn't always obvious and some things you think would be simple aren't (and vice versa).
Bug fixes are done as we have time and are prioritized by how much time they take, how critical of an issue they are, and if they're relevant to something we're currently working on. In the case of the flight animation, it was directly tied in with the creation of Bubble Flight and was a trivial fix.
However, in the case of say, Eidolon's issues, we have spent quite a bit of time trying to figure out what's wrong with him and did not have any success in pinpointing what's causing his issues (I posted about this in one of the Eidolon threads a while back). His fix is not trivial and will require quite a lot of dev time and testing to address. We are unable to dedicate the time needed to address him right now, and probably won't be able to look into him until the next year.
There's also the issue of us knowing there is a problem with something. If you know of a bug, please make sure it's been posted on the bug thread.
But yeah, some fixes are quick and easy and some aren't. If a bug is posted and isn't addressed promptly chances are it's a bit too involved for us to address it quickly. It doesn't mean it'll never get fixed, but it may take some time.
The swim change isn't linked to the flight animation, it's on a per power basis. ie it would be possible to change Arcane flight to use a regular swim animation and not have it affect bubble flight. It was considered a bug that it was using a regular swim animation.
