each time a special alert is run, and you fail to acquire any drops beyond the basic stuff, give the player a 1% buff to drop chance..[as in an actual buff.. stacks up to 99 times, lasts ~5 hours] which gets removed whenever you get a drop form the special alerts.. would make things less.... annoying.

For me the solution to this has always been simple, and it's already kind of in the game: Everything drops currency so that if you didn't end up getting the thing you wanted via rng, you can get it via currency.

That depends entirely on how large the bonus increments were. The 1% increments proposed by the OP might be a little much, I'll agree, but something like 0.1% or less would still help nudge players toward the good loot without turning the whole thing into welfare rain.
Now running the alert casually to fill Vigilance requirements and maybe even some extra runs just for fun for over two years? Yeah, I think I should have got something on the same tier as a DUC by now. Hell, I throw parades in the streets when I get costume pieces because even the rates on those are so low.
And before anyone jumps on the 'You're just an easy-moder' train, I'm not saying I should have my pick of the entire loot table. I'm saying that setting aside a large portion of my day to repeatedly run the alert over, and over, and over, and over....
As Foxi points out, there's an entire game out there with tons of content, doesn't it deserve a chance for players to explore it? Not keeping people in Ren Cen because they're queuing Red Winter 40+ times a day trying to get the Sickle costume piece.
