A few simple things
1: Make it apply reguardless of if the target has bleed stacks or not
2: Make it effect all target ranks
3: Make it deal eaither 1% of the targets maxium HP per second OR 1000 damage per tick, whichever is lower.
In all things, a calm heart must prevail.

Yeah some things are broken... no I don't use/abuse them.. where would be the fun in that?

    Eh. Having it do a percentage of health was always a bad idea. It should probably be changed to apply Deep Wound.

    I would prefer for Scything Blade to get BUFFED, the single blade revamp (was that EVEN a revamp? I don't think so) left this

    Now that Reaper's Caress is AoE, there is no reason to pick Scything Blade which is inferior

    Shallowtail Cut should be changed to something to benefit single blade as @pantagruel01 suggested​​

    This. Percent-of-hp damage abilities in the hands of players, from a developer perspective, limits how they can create enemies. In this particular case, it means "no really high-hp enemies below a certain rank."
    (Hopefully) Useful CO Resources: HeroCreator (character planner), Cosmic Timers/Alert Checklist, Blood Moon Map, Anniversary Cat Map, and more (eventually, anyway).

    We can track down the "revamp" of single blade when the Penitent was added on July to homeage a certain movie released a month later. Slash and Cut Down were added along Vorpal Blade in the Mayhem Lockbox. Additionally almost all melee combos that dealt slashin damage were made AoEs and given the ability to apply the Shreded debuff either innately (Blade Tempest and Viper's Fangs) or through advs when dealing the final hit (Reaper's Embrace, Shred and Barbed Chain from Bestial SN for example).

    About improving Scything Blade I would slightly increase its base damage, raise its cone from 120 degrees to 220 degrees and its energy cost slightly. I would change the Swallowtail Cut adv to knock down and snare foes, or give it an advantage to refresh Shreded on a full charge or even give the Open Wound adv for variety, just saying.
