Just as the title says... as for which one is which, that's up to you to decide
1: Reconfigure PTS access to not only allow silver players the capability to sign up for it, but to also make it easier to sign up for, as a number of players I've spoken to about it usually respond with something along the lines of "what PTS?" or "idk how to access it".
2: Give Free Form characters the same diminishing returns as ATs.. and then re-balance powers/specs accordingly.

As a software developer myself, the current state of PTS being limited to subscribers is a business move I just don't understand. When you want to test something to make sure it works, the more people you have testing, the more likely it is that they'll find bugs, edge-case exploits, and assorted feedback from different perspectives that can then be taken into ccount before something gets pushed live.
Is it meant to be a preview server rather than a test server, meant to incentivize subscriptions? Do they in fact only want feedback from a few people, since feedback from a handful of people is easier to manage than feedback from hundreds of people?
PTS should be open to everyone, and I say this as a lifetime subscriber, not someone pounding at the door to get in.
I'd pay five bucks to get that so I don't have to gold every time I want to change my power colors.

It's cheaper that way, which is one reason why they should keep it like it is.
Besides, they do something like this and it becomes a C-store transaction. Questionite doesn't help them pay the bills, so that's another reason why the should keep it for subs only.
Now maybe some people will just accept their powers in the colors they come in and complain, but some people will be willing to sub, if only for a single month, to change those colors, and then if they retcon they may want to re-subscribe again for the same purpose.
Also it's possible that the color changing options are coded into gold accounts so separating them would take a lot of work.
I am guessing that either they think money isn't there, it's more trouble than it's worth, or some combination of the two.
