For a quick fix go to your install directory Neverwinter/live/localdata(i assume) and open gameprefs with something like Notepad, you can edit the setting there and then save it. if by chance you break your game just delete the gameprefs file and a new one will be generated when you load the game.

Have you tried logging in with safe-mode from the options on the launcher and moving your character?
