Can't finish workshop tutorial, Dispatch Board is unusable, thought it might be a full delivery box, but I can't access that either. Can't abandon and restart Running A Workshop quest, can't do anything. Fun.

Agree, it's becoming increasingly problematic; I (can't speak for others) am spending a LOT of time trying to find viable BHEs.

Actually, it was at lvl 1, but the problem magially corrected itself; the upgrade button reappeared! Weird...
