The point of Black Ice Shaping at the moment is rank 5 let's you take the Tier 2 Elven armor (il 135) and upgrade it to ~T2.5 Elemental Elven armor (il137). If you don't plan on grinding out T2 dungeons forever (and ever) then don't bother with the Black Ice profession.

This is entirely true. Previously an 8k pot would heal 30-40% of your Max HP (20k+ HP). Now a 10k pot will heal 8-12% of your Max HP (80k - 120k HP). Sure with all 4 it's a decent amount of gear item level. But here we are talking about the DC artifact. And having it in your primary slot is still a great idea, but spending millions of RP to level it up for no extra usability other than stats is not. It should be the absolute last thing you put any more RP into.
Pretty sure it's intentional. It would be a bit more OP with a 60s CD. They should give it some other benefit at Mythic though, because at the moment there is really no reason to get it past level 100.
