You don't just get the race with the packs - a mount, a companion (usually), armour (cosmetic), often an extra bag, other bits and bobs. Check out the Champion of the North and the other packs in the PS store. Whether what you get with all that is worth the cost - that's another debate.
Have you checked that reward vendor meben, it is in there - but note (ie warning), only one character can have it (unlike the bag from the Dragonsborn pack)
It was an odd one, I bought the zen and then kept checking. I think It was only on a relog that I either got a mail or I found it with the reclaim vendor - so check there too.
Just wanted to clarify something on this. On the Playstation store there is a second part to the Heirloom Kit which states Please note, that Bag of Holding can only be claimed by one character, just like the Astral Deva. It's not across your account, hence the "1" along with the item name.
Just want to add to this - There is a bit at the bottom of the pack info that mentions the following - You reclaim the bag on only one character, just like you would do the Astra Deva. So in any description info, if it says "1" against any item then don't expect it on all alts.
it does seem a little crazy, stopping people spending money. I can understand on a kid's machine having some sort of "child lock" on spending, but not an adult.

Sure you get one per alt Harryk. I just had to create a 2nd alt to get round a loading issue on my main, and it was there for me to collect on them. Not so sure about the first purchase pack, that doesn't seem to be for newly created alts (after getting it on main)
I actually didn't even do anything on the new alt btw, just created, went into game. Selected change character from the menu screen whilst stood on the starting beach.
I was stuck in the Plague Tower. I didn't have a second alt, so I just created one and tried the method above as pop suggested and got back in. However, looks like there has been some sort of reset - I am at the start of the Plague Tower quest. I'll run through it all now, just to be safe.
