Foundry doesn't have to be offline for months for them to make changes, we routinely got large changes during beta and shortly after launch without extended downtime, including data driven things like changing cost values of assets based on data like objects in engine performance.

The game doing ok on console means that they don't have to make any investment in foundry, because console doesn't even have a foundry.
