The rewards with this most recent updates are MUCH more solvent than the old PvP items such as the greater ring of health. The tenacity is much more viable. Bingo. That is exactly what I mean. A scaling factor of refining items that correlate to the difficulty/level of seal. Scaling really wouldn't work for bounty items because you absorb so many during epic dungeons, so that would have to be currency or something.
