I may be wrong but I thought they confirmed the best items will be rewarded for completing the high-level 5 man dungeons. And that we'll have to run them more than once (chances are quite a few times) in order to get the best items. I doubt they'll be "hard" to get assuming you can put up with a bad pug now and again.
