No. The imbalance that would create is huge. People who play melee characters would never be able to catch a ranged character if they could move and cast indefinitely. I can agree to an ability that allows them to do so for a specified amount of time though.
It's not pay to win. It's pay for extra commodities. If there were special weapons, enchants, and buffs that were obtained through the shop then it would indeed be pay to win, but this isn't the case.
