Just as a preface, I'm going to be a not so stealth PVE-only rogue, using executioner paragon feats. (Stealth is basically only going to be used to proc lashing blades guaranteed crit.)
PARAGON:
Executioner:
T1: Dazzling Blades (5/5)
T2: Devastating Shroud (5/5) (<<Relies on Shocking Execution, if i don't use SE, i'd switch to 1% Action point on kill)
T3: Critical Teamwork (5/5)
T4: Deadly Momentum (5/5)
T5: Critical Overrun (1/1)
Scoundrel:
T1: Underhanded Tactics (4/5)
Unspent Feats: 5 points.
Intended Powers:
At will: Duelist's Flurry + Sly Flourish (Mainly flurry, but flourish for those mobs that travel too much or die too fast to be worth flurrying)
Ecounter: Wicked Reminder, Lashing Blade, +1 (To be determined...Blitz, Deft Strike, etc, anything that fits the need of the situation.)
Daily: Whirling blades + Either lurking shadows or shocking execution (pending on replies in question 1:)
^^^ Possibly lurking shadows AND shocking execution, use lurking in first 50% of boss life, and shocking in the last 50%, since it scales up in damage based on mobs HP being lower
Feat: (Not concrete on these yet...)
Tactics (+15% action point generation)
Skillful Infiltrator (+Runspeed, Crit chance and (maeh) deflection)
Question 1:
Daily powers:
Shocking execution (which can be buffed with a +10% crit chance/damage bonus for 6s after use) or Lurking shadows? (For single target DPS)....having a very hard time deciding here due to not having shocking execution and not knowing how it performs.
Question 2:
Those last 5 paragon feat points?
Any suggestions to the skill usage or changing of feats would be appreciated as well~ Thanks for your time!

Feats:
Tier 1/3/4 - looks fine. however,
Tier 2 - I would change Cunning Ambusher to Swift footwork, the 10% stamina regen helps quite a bit considering how much you will be dodging red zones and in pvp. The 6s dmg boost after leaving stealth seems a little lacking considering you dont plan on having any stealth replinishers so you wouldnt have stealth but maybe once in a fight, twice maybe on bosses.. but the faster dodge would help more on bosses.
A1: Luker's Assault really shines when combined with stealth + stealth feats ( which you didnt get), So even not knowing exactly what shocking execution does, it seems like the better choice.
A2: I can see how your having a hard time to place those 5 extra points, You could put them in Press the Advantage and use Impossible to Catch as a dps cooldown to burn down bosses, or Nimble Blade for extra damage, or Sharpened Steel for a bit more crit (but wicked reminder is more for the debuff, so its a little meh). Out of the 3 Nimble Blade seems like the better choice for your build IMO.

Shocking execution does pretty much what you'd expect. It hits ridiculously hard. 40k+ on crits. The nice thing about it is that you get it front loaded and all at once, so you don't have to worry about wasting it because the boss just started channeling a PBAoE right when you hit the ability.
I think lurking shadows is likely to do more overall damage assuming you can keep uptime on your target high. However that isn't always possible.
