Well it was just announced that Disney is closing the PotC MMO next month. Unless they are already planning on making a new and improved version(which I hope they are), Cryptic should really consider making a bid at that license.

That was only 1 part of the reasoning that concludes it has launched. Equally important is the fact that there will be no character wipes. It is when you combine both of those that it becomes undeniable that the game is launched, and the 'no character wipes' point has nothing to do with the kickstarter games you mentioned.
This is a F2P game so there is no "retail version". However the game's cash shop is up and running as of yesterday, so the game is live as of yesterday.
